Orlando International Airport’s Foreign Trade Zone is located in the only quadramodal transportation hub in the world, offering access to all global destinations. 9 Reasons to Use Foreign Trade Zones
- When imported material has incorrect country of origin markings, you can avoid fines and penalties by entering merchandise into the zone and remarking or re-labeling it before making a U.S. Customs entry.
- Merchandise entering through the zone is not subject to state, local ad valorem or inventory taxes.
- Merchandise can be transferred to the zone and held until a quota is opened. The benefit is a quicker response time because the merchandise is already in the U.S.
- Parts subject to quota may be manipulated or processed to create a product that is not subject to quota.
- Because insurance does not have to include Customs duties, costs are reduced.
- Exports returned if items are not registered with U.S. Customs, you can return merchandise to the Foreign Trade Zone and eliminate duties.
- Foreign Trade Zones contribute to quality control by ensuring that U.S. standards are met. Items below standards can be repaired, returned or destroyed.
- Merchandise can be transferred from one zone to another, to a subzone, or removed from a zone temporarily for certain activities.
- Zones are subject to U.S. Customs supervision and security requirements.
A Closer Look at How the Savings Work
- Defer Costs through Warehousing and Distribution
- When merchandise is stored in the Foreign Trade Zone, you are not required to pay Customs duties until the items leave the zone and enter U.S. territory. By deferring these costs, you improve your cash flow and save on interest expense
- Reduce Costs through Assembling, Processing, Manipulating or Manufacturing
- The rate of duty is based on either imported materials or finished products. Because finished products often have lower duty rates, you can reduce costs by choosing this option. Merchandise in a zone can be stored, sampled, displayed, tested, cleared, re-labeled, repacked, repaired, mixed, assembled, processed, and manufactured.
- Eliminate Costs through Exporting and Destroying
- When merchandise is exported to another country, it never enters U.S. Customs territory, and Customs duties are not paid. Therefore duty drawback is not necessary. Additionally, if merchandise is defective, damaged, scrapped, waste or obsolete, it can be re-exported or destroyed to eliminate duty.
Reduce Operating Costs through Foreign Trade Zones
Few government programs have been more instrumental in attracting international trade throughout the United States than Foreign Trade Zones. In fact, the total value of merchandise moving through Foreign Trade Zones exceeds several hundred billion dollars annually. Why the success? In short, merchandise can be admitted to a zone without a formal Customs entry or payment of Customs duties or government excise taxes. This ability to defer, reduce or even eliminate the payment of Customs duties is a benefit that thousands of U.S. companies take advantage of every year.
We Have Plenty of Site Options Available
Because businesses today have specialized needs, we offer a number of building and land options. To begin with, we offer almost unlimited lease options (office, distribution center or warehouse) or a build to suit from any of the airport developers. Land is available for companies wising to build their own facilities, and sub-zone status is available off-airport locations.

In 2013 GOAA’s Board unanimously approved a Sustainability Management Plan (SMP) to serve as a roadmap to reducing our carbon footprint and environmental impact through responsible use of our fuel consumption, potable water, land development, waste generation and building condition. GOAA represents both an economic engine within Central Florida and a bridge to the global community. As such, we will continue to stretch ourselves and strengthen our actions so that together we shape a positive vision of tomorrow’s reality.
This plan supports the State initiatives including the City of Orlando’s GreenWorks, the Federal Aviation Administration (FAA) action plan, as well as the Sustainable Development Goals outlined by the United Nations.
Promotes green business opportunities, green and efficient municipal operations, natural resource protection, environmentally-friendly lifestyles, local food production, and locally-owned businesses. Orlando Mayor Buddy Dyer appointed a 20-member Task Force to make recommendations for a Community Action Plan to make Orlando one of the most environmentally-friendly cities in the southeast. Chaired by former Orange County Mayor Richard Crotty, the Task Force considered input from 14 round table meetings with subject-matter experts, on 7 topics related to sustainability, in addition to public comment from community meetings and an interactive online forum.

3. The Environmental Protection Agency (EPA)
ENERGY STAR – GOAA has 18 facilities enrolled in ENERGY STAR Portfolio Manager, these include its passenger terminal and four gate areas, fire-fighting facilities and all of its administration buildings. These facilities, because of their varied uses, have Energy Use Intensities (EUI) ranging from 13 to 350. Qualified Energy Conservation Measures (ECMs) are implemented as part of GOAA’s ongoing effort to reduce energy use and strive toward the SMP goal to reduce energy use by 10% by 2018.
ENERGY STAR PARTNER – ENERGY STAR partners are organizations that commit to protecting the environment through the continuous improvement of energy performance, measuring and tracking energy performance, developing and implementing a sustainability plan, provide outreach and education about the importance of energy efficiency to our staff and community and supporting ENERGY STAR Challenge to reduce energy use by 10%.
4. The US Green Building Council (USGBC)
The US Green Building Council‘s Leadership in Energy and Environmental Design (LEED) Certification is the most recognized, 3rd party rating system for green buildings in the world. GOAA is a USGBC member and is registered as a LEED for campus projects. This status allows for multiple on-site projects, for both new construction, interiors and existing buildings to register and certify for LEED Certification a part of the campus.

6. Green Destination Orlando (GDO)
GDO is a community based group of stakeholders (non-profit, government, and business) focused on making Central Florida the premier Green Destination in North America. Recognizing the special role that the hospitality industry plays in the Central Florida economy, the US Green Building Council Central Florida Chapter formed the Hospitality Advocacy Committee (HAC) with the objective is to be a catalyst for the Green Destination program.
GDO’s mission is to establish and Promote Orlando as the premier Green Destination for leisure, convention and business travelers. The vision is a total sustainable EXPERIENCE – from the moment a visitor arrives in Orlando, to the transportation, from their stay at local lodging, to their daily activities (be it a conference or family vacation), and all the way back home – a complete loop that never breaks – a total sustainable EXPERIENCE.
7. The Central Florida Energy Efficiency Alliance (CFEEA)
In 2009, the U.S. Department of Energy awarded Orange County with the Energy Efficiency & Conservation Block Grant (EECBG) to develop the Central Florida Energy Efficiency Alliance (CFEEA) with goal to create and promote programs to reduce the energy consumption in the largest buildings in Central Florida.
The creation of CFEEA brought together a powerful group of community stakeholders as founding members. They include the City of Orlando, Orange County, The Greater Orlando Aviation Authority (GOAA), Orange County Public Schools (OCPS), University of Central Florida (UCF), the US Green Building Council (USGBC), local utility providers and others all focused on reducing commercial and municipal energy use.
The CFEEA members created the Kilowatt Crackdown Challenge as a simple and effective building energy initiative using the EPA’s ENERGY STAR Portfolio Manager (ESPM) Tool. Participants received free technical support, recommendations on how to reduce energy use and recognition in CFEEA’s annual award ceremonies.
As a testament to its wide success 1,982 facilities across central Florida joined ENERGY STAR Portfolio Manager and participated in the CFEEA’s Kilowatt Crackdown Challenge. In 2012, CFEEA was selected for the Excellence in ENERGY STAR Award by the EPA.
In September 2019, as part of the GOAA Sustainability Speaker Series, invited Kimley Horn to present the Anatomy of a Runway Rehabilitation.
Although the Sustainability Management Plan was presented to GOAA’s Board in December 2013, various initiatives included in the plan have been part of the culture at Orlando International and Executive Airports for a considerable time, and several achievements have already been reported:
