    Welcome to the Orlando International Airport Concessions Department

    The Concessions department is responsible for awarding all concessions and consumer service privileges in the Terminal Complex of the Orlando International Airport. The Terminal Complex consists of approximately 230,000 square feet (21,000 sq. m) of Food & Beverage, Retail, and Service space. The goal is to provide the traveling public with a first-class shopping and dining experience as they travel through Orlando International Airport.

    Leasing Space at the Airport

    The Authority awards concessions through a competitive procurement process, which involves Requests for Proposals or Competitive Bids. On very rare occasions, direct negotiations may take place for unique services.

The Authority has adopted programs in support of this position and in accordance with federal regulations, 49 CFR Part 23, has established a goal for participation in its concessions program for Airport Concession Disadvantaged Business Enterprises (ACDBEs).

    Construction and Engineering suppliers consist of architectural & engineering services, construction services, related project oversight services and owner furnished materials for construction projects at Orlando International Airport and Orlando Executive Airport.

    Invoice Submission

    In an effort to ensure prompt payment, invoices and pay applications should be submitted as follows:

    • Professional Services Invoices – Professional services invoices should be submitted for payment using Box.com. Authority personnel in the Project Controls department will contact new suppliers to establish Box.com accounts.
    • Construction Pay Applications – Contractors may submit Pay Applications to the Projects Control department or through the project’s Owner’s Authorized Representative (OAR).

    Community Project Funding Requests

    Orlando International Airport (MCO) Projects
    Project BP- S195 Terminal C P1X Airside Concourse Realign SB JFB at Station Loop Road Terminal C Multi-Modal Connector Pedestrian Bridge and Rental Car Lobby Design Build Project
    Scope The project includes site work, utilities, complete building for (4) international and domestic gates.  Related projects within this program include: tenant and concessionaire buildouts as well as the install of the Independent Carrier System (ICS) Baggage system. Adjust the Southbound lanes of Jeff Fuqua Blvd to their ultimate configuration and provide for a better flowing intersection at the JFB/Station Loop Road Intersection (Sheet 1 of the attached).  As an alternative to constructing the entire concept, the proposed construction can be paired down to meet a specified budget (Sheet 2 of the attached).   This project has only been developed in concept and no design or ROM has been completed for this project. This project includes design and construction to expand the existing Ground Transportation Facility (GTF) Boulevard with a conditioned connection between the Landside Terminal building and the South APM Train Station. The scope also includes a proposed RAC Lobby expansion, which will be flush with the existing GTF building on the north side and to column line T13/ T14 expansion joint, including new piles and foundations, structure, elevated floors, exterior envelope, and interior finishes.
    ROM Estimated to be $404M Estimated to be $10M – $15M for full concept, or $6M – $8M for the reduced concept. Estimated to be $55M

    Orlando Executive Airport (ORL) Projects
    Project Rehabilitation of Entry Roads
    Scope Rehabilitate existing asphalt pavement on Rickenbacker Drive (including the parking lot at the end of Rickenbacker Drive), Fairgreen Street, Humphries Avenue, East Amelia Street, Herman Avenue and Showalter Aviation Street (formerly East Concord Street) that generally includes a mill and overlay of hot mix asphalt. The existing roadway pavement is at or near the end of its useful life cycle, and this Airport infrastructure project will improve the access to the Orlando Executive Airport and its various commercial/business properties.

    The Greater Orlando Aviation Authority (Authority) has three distinct procurement groups. GOAA’s Procurement Services department procures goods and services for all departments within the Aviation Authority.     The Aviation Authority e-Procurement Portal Clock is the official clock for the determination of all deadline dates and times. Without exception, responses will not be accepted after the submission deadline regardless of any technical difficulties such as poor internet connections.     GOAA is undergoing a capital improvement plan valued at approximately 3.6 Billion dollars between FY 2021 and 2027. Projects include a 2,500-space Parking Garage, Gate Link and Terminal Link (APM) Facilities, Train Station, Passenger Drop-Off Lobby, South Terminal. Parking Garage Expansion. In addition to these South Terminal projects, a number of projects are also being planned for the existing North Terminal.

    Concessions

    GOAA operates approximately 150,000 square feet of concession space to serve the traveling public.  Business opportunities in food and beverage, retail, specialty retail and services are made available participation for small businesses.

    FY2024-FY2026 ACDBE Goals

    In fulfillment of the requirements of Title 49 Code of Federal Regulations Part 23 (49 CFR Part 23), GOAA has established an Overall Goal for FY2024-FY2026 for Non-Car Rental and Car-Rental Concessions. A public meeting was held on November 10, 2023 to review the methodology and rationale used to calculate the proposed goals; the meeting’s presentation is available at  FY2024-FY2026 Overall ACDBE Goal.

     

    Certification

    Certifications are required for each of the programs listed below.  Applicants are required to use GOAA’s on-line Small Business Directory. This certification system is currently used by a number of government agencies, airports and other public entities.  Use of the system allows for efficient and faster processing of applications and records management.

    Small Business Programs

    The Small Business Development Department operates a number of programs to serve and promote participation by small businesses to include:

    Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) Programs

    DBEACDBE
    The Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs are required by any organization receiving federal funding for transportation projects.  Companies wishing to operate an airport concession should seek ACDBE certification. Service Providers & Suppliers may also obtain ACDBE certification for participation on concessions contracts.  All other companies should seek DBE certification. GOAA is a certifying member of the Florida Unified Certification Program (UCP). To be certified for DBE and ACDBE program/s the qualifying organization requirements are:

    1. Organized as a for profit small business whose annual gross revenues or number of employees do not exceed the limits applicable to the type of business as determined by the US Small Business Administration Table of Small Business Size Standards.
    2. A minimum of 51% of the business one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which 51% of the stock is owned by one or more such individuals.
      1. Individuals who are African American, Hispanic American, Asian Pacific-American, Native American or women are presumed to be socially and economically disadvantaged if their personal net worth does not exceed the net worth limit.
      2. Individuals whose socially and economically disadvantaged status is relied upon for DBE certification must show that their individual net worth does not exceed $1.32 million. For purposes of establishing net worth, the following items are excluded:
        1. The equity in the individual’s primary residence; and
        2. The equity in the business which is applying for the DBE status.
      3. Management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.

    Minority/Women Business Enterprise (M/WBE) Program

    MWBE
    The Minority/Women Business Enterprise (M/WBE) program is for non-federal funded projects.  To be certified as an MWBE by GOAA, the qualifying organization requirements are:

    1. At least 51% owned and controlled by one or more socially disadvantaged individuals.
    2. Socially disadvantaged individuals are persons who are citizens or lawful permanent residents of the United States and who are African Americans, Hispanic Americans, Asian Pacific Americans, Native Americans or Women.

    The Department will also accept an unexpired MWBE certification issued by GOAA, the City of Orlando, Orange County, and the State of Florida Office of Supplier Diversity, provided that the MWBE firm certifies to GOAA that since the date of its MWBE certification it has not experienced a change which would affect the firm’s eligibility as a MWBE. If a firm has been certified by one of the agencies listed above, GOAA may at its discretion require additional documentation in order to verify the firm’s eligibility for certification. Additionally, Disadvantaged Business Enterprises (DBEs) certified by the Florida UCP shall count towards MWBE participation goals.

    Local Developing Business (LDB) Program

    LDB
    The Local Developing Business (LDB) program is designed to promote, develop and support local businesses and to ensure the availability of these firms to compete and participate in GOAA projects.  The Small Business Development Department supports the use of a LDB as a business concern that is domiciled in the Local Area, meets the Revenue Limitations, and is owned and controlled by one or more individuals whose personal net worth does not exceed the Net Worth Limitation.

    Local Area

    The Orlando Standard Metropolitan Statistical Area, which includes Orange, Seminole, Osceola and Lake counties.

    Revenue Limitations
    1. Construction contracting services and consulting services related to planning, design, construction related improvements, architectural and engineering services – $5,000,000 in annual gross revenues averaged over the preceding three (3) years.
    2. Professional Services – $2,000,000 annual gross revenues averaged over the preceding three (3) years.
    3. Procurement of goods and services not included in 1 and 2 above – $2,000,000 annual gross profit averaged over the preceding three (3) years.
    4. Ownership and Control – Individuals, who do not exceed the Net Worth Limitation, must own at least fifty-one percent (51%) of the business, and control and manage the operations of the business on a daily basis.
    Net Worth

    Maximum of $750,000, defined as the sum of the fair market value of the interests owned by the individual in all assets (if an asset is owned jointly as husband and wife, then 50% of the fair market value for that asset will be counted if only one spouse participates in the firm being reviewed) minus the debt of the individual (if debt is attributable to an asset owned jointly as husband and wife then 50% of the debt will be counted if only one spouse participates in the firm being reviewed).
    For purposes of establishing Net Worth, the following items will be excluded:
    If the construction delivery method for a construction project is Construction Management (“CM”) or Construction Management at Risk (CMAR”) then the Net Worth Limitation shall be $1,500,000. The Net Worth Limitation may be reviewed from time to time as deemed appropriate by the Small Business Department and adjusted accordingly, with approval by the Executive Director.

    1. The equity in the individual’s primary residence up to $500,000; and
    2. The equity in the business which is applying for the LDB status.

    The firm must be LDB certified by GOAA in order to compete for LDB direct procurement opportunities and/or be counted as an LDB for larger firms.

    Veteran Business Enterprise (VBE) Program for Non-Federal Projects

    VBE
    The Veteran Business Enterprise (VBE) program is designed to promote the development of businesses owned and operated by Veteran individuals as defined herein and to ensure opportunities for these firms to compete for work at its facilities. The Program is also designed to promote economic vitality and enhance employment opportunities in the Orlando area and surrounding counties. To be considered a Veteran Business Enterprise under GOAA’s VBE Program, the VBE must be a Florida based business that has been VBE certificated by either the United States Department of Veteran Affairs or the State of Florida Department of Management Services- Florida Office of Supplier Diversity. The VBE will be required to provide proof of current certification from one of these agencies.

9 Reasons to Use Foreign Trade Zones
  1. When imported material has incorrect country of origin markings, you can avoid fines and penalties by entering merchandise into the zone and remarking or re-labeling it before making a U.S. Customs entry.
  2. Merchandise entering through the zone is not subject to state, local ad valorem or inventory taxes.
  3. Merchandise can be transferred to the zone and held until a quota is opened.  The benefit is a quicker response time because the merchandise is already in the U.S.
  4. Parts subject to quota may be manipulated or processed to create a product that is not subject to quota.
  5. Because insurance does not have to include Customs duties, costs are reduced.
  6. Exports returned if items are not registered with U.S. Customs, you can return merchandise to the Foreign Trade Zone and eliminate duties.
  7. Foreign Trade Zones contribute to quality control by ensuring that U.S. standards are met.  Items below standards can be repaired, returned or destroyed.
  8. Merchandise can be transferred from one zone to another, to a subzone, or removed from a zone temporarily for certain activities.
  9. Zones are subject to U.S. Customs supervision and security requirements.
 A Closer Look at How the Savings Work
  • Defer Costs through Warehousing and Distribution
  • When merchandise is stored in the Foreign Trade Zone, you are not required to pay Customs duties until the items leave the zone and enter U.S. territory. By deferring these costs, you improve your cash flow and save on interest expense
  • Reduce Costs through Assembling, Processing, Manipulating or Manufacturing
  • The rate of duty is based on either imported materials or finished products.  Because finished products often have lower duty rates, you can reduce costs by choosing this option.  Merchandise in a zone can be stored, sampled, displayed, tested, cleared, re-labeled, repacked, repaired, mixed, assembled, processed, and manufactured.
  • Eliminate Costs through Exporting and Destroying
  • When merchandise is exported to another country, it never enters U.S. Customs territory, and Customs duties are not paid.  Therefore duty drawback is not necessary.  Additionally, if merchandise is defective, damaged, scrapped, waste or obsolete, it can be re-exported or destroyed to eliminate duty.
Reduce Operating Costs through Foreign Trade Zones

Few government programs have been more instrumental in attracting international trade throughout the United States than Foreign Trade Zones.  In fact, the total value of merchandise moving through Foreign Trade Zones exceeds several hundred billion dollars annually.  Why the success? In short, merchandise can be admitted to a zone without a formal Customs entry or payment of Customs duties or government excise taxes.  This ability to defer, reduce or even eliminate the payment of Customs duties is a benefit that thousands of U.S. companies take advantage of every year.

In 2013 GOAA’s Board unanimously approved a Sustainability Management Plan (SMP) to serve as a roadmap to reducing our carbon footprint and environmental impact through responsible use of our fuel consumption, potable water, land development, waste generation and building condition. GOAA represents both an economic engine within Central Florida and a bridge to the global community. As such, we will continue to stretch ourselves and strengthen our actions so that together we shape a positive vision of tomorrow’s reality.

This plan supports the State initiatives including the City of Orlando’s GreenWorks, the Federal Aviation Administration (FAA) action plan, as well as the Sustainable Development Goals outlined by the United Nations.

Promotes green business opportunities, green and efficient municipal operations, natural resource protection, environmentally-friendly lifestyles, local food production, and locally-owned businesses. Orlando Mayor Buddy Dyer appointed a 20-member Task Force to make recommendations for a Community Action Plan to make Orlando one of the most environmentally-friendly cities in the southeast. Chaired by former Orange County Mayor Richard Crotty, the Task Force considered input from 14 round table meetings with subject-matter experts, on 7 topics related to sustainability, in addition to public comment from community meetings and an interactive online forum.

3. The Environmental Protection Agency (EPA)

ENERGY STAR – GOAA has 18 facilities enrolled in ENERGY STAR Portfolio Manager, these include its passenger terminal and four gate areas, fire-fighting facilities and all of its administration buildings. These facilities, because of their varied uses, have Energy Use Intensities (EUI) ranging from 13 to 350. Qualified Energy Conservation Measures (ECMs) are implemented as part of GOAA’s ongoing effort to reduce energy use and strive toward the SMP goal to reduce energy use by 10% by 2018.

ENERGY STAR PARTNER – ENERGY STAR partners are organizations that commit to protecting the environment through the continuous improvement of energy performance, measuring and tracking energy performance, developing and implementing a sustainability plan, provide outreach and education about the importance of energy efficiency to our staff and community and supporting ENERGY STAR Challenge to reduce energy use by 10%.

4. The US Green Building Council (USGBC)

The US Green Building Council‘s Leadership in Energy and Environmental Design (LEED) Certification is the most recognized, 3rd party rating system for green buildings in the world. GOAA is a USGBC member and is registered as a LEED for campus projects. This status allows for multiple on-site projects, for both new construction, interiors and existing buildings to register and certify for LEED Certification a part of the campus.

GDO is a community based group of stakeholders (non-profit, government, and business) focused on making Central Florida the premier Green Destination in North America. Recognizing the special role that the hospitality industry plays in the Central Florida economy, the US Green Building Council Central Florida Chapter formed the Hospitality Advocacy Committee (HAC) with the objective is to be a catalyst for the Green Destination program.

GDO’s mission is to establish and Promote Orlando as the premier Green Destination for leisure, convention and business travelers. The vision is a total sustainable EXPERIENCE – from the moment a visitor arrives in Orlando, to the transportation, from their stay at local lodging, to their daily activities (be it a conference or family vacation), and all the way back home – a complete loop that never breaks – a total sustainable EXPERIENCE.

7. The Central Florida Energy Efficiency Alliance (CFEEA)

In 2009, the U.S. Department of Energy awarded Orange County with the Energy Efficiency & Conservation Block Grant (EECBG) to develop the Central Florida Energy Efficiency Alliance (CFEEA) with goal to create and promote programs to reduce the energy consumption in the largest buildings in Central Florida.

The creation of CFEEA brought together a powerful group of community stakeholders as founding members. They include the City of Orlando, Orange County, The Greater Orlando Aviation Authority (GOAA), Orange County Public Schools (OCPS), University of Central Florida (UCF), the US Green Building Council (USGBC), local utility providers and others all focused on reducing commercial and municipal energy use.

The CFEEA members created the Kilowatt Crackdown Challenge as a simple and effective building energy initiative using the EPA’s ENERGY STAR Portfolio Manager (ESPM) Tool. Participants received free technical support, recommendations on how to reduce energy use and recognition in CFEEA’s annual award ceremonies.

As a testament to its wide success 1,982 facilities across central Florida joined ENERGY STAR Portfolio Manager and participated in the CFEEA’s Kilowatt Crackdown Challenge. In 2012, CFEEA was selected for the Excellence in ENERGY STAR Award by the EPA.

Anatomy of a Runway RehabIn September 2019, as part of the GOAA Sustainability Speaker Series, invited Kimley Horn to present the Anatomy of a Runway Rehabilitation.

Although the Sustainability Management Plan was presented to GOAA’s Board in December 2013, various initiatives included in the plan have been part of the culture at Orlando International and Executive Airports for a considerable time, and several achievements have already been reported:

The Greater Orlando Aviation Authority is pleased to announce a partnership with First Data Merchant Services (PayPoint) to offer customers the ability to make payments using an online portal.

The Online Payment Portals will allow you to:

  • Pay your outstanding invoice balances by credit card, debit card or electronic check.
  • Print a copy of your receipt for your records
  • View payment history for payments made via the payment portal
  • Store your payment account information for convenience

Rules and Regulations

  • AOA Vehicle Decals

    All vehicles that require access to the Airport Operations Area (AOA) must apply for AOA Vehicle Decals.

    Application Forms can be picked up at the Ground Transportation Permit Office by an Authorized Signature Representative.

    Forms must be completed and signed by an Authorized Signature Representative.

    The employer must attach evidence of insurance which is the Acord Form. The insurance limits of liability must be a minimum of $5 million General Liability and $5 million Automobile Liability or higher if required by contract. The following self insured retention amounts are acceptable: $10,000 if the value of the contract is less than $1,000,000 or $100,000 if the value of the contract is $1,000,000 or more.

    The Greater Orlando Aviation Authority must be the Certificate Holder and most important, the Greater Orlando Aviation Authority must be named additional insured for the General and Automobile Liability Coverages.

    You must also submit a copy of the vehicle registration.

        • Parking for the Airline Non-Based Crews (NBCs) at the Orlando International Airport (MCO) will be at the South Park Place (SPP), formerly known as the Red Parking Lot
        • SPP is approximately 1.5 miles south of MCO’s terminal building
        • Driving directions to SPP from SR 528 (Beachline Expressway) and SR 436 (Semoran Boulevard)
          • Merge into Jeff Fuqua Boulevard (North entrance road) from SRs 528 and 436
          • Follow green ‘Terminal B signs
          • Follow ‘South Exit’ sign (to SR 417)
          • Merge into South Access Road
          • Turn left at the first traffic light on South Access Road
          • Follow ‘South Park Place’ sign on the right
          • Arrive at destination
        • Driving directions to SPP from the South Access Road
          • Turn right at the Traffic light
          • Follow ‘South Park Place’ sign on the right
          • Arrive at destination

        • Once application is submitted, accepted, and payment made, SPP parking access card will be issued

          • If preceded by another vehicle at the entry, wait until gate arm ahead lowers completely before proceeding to the card reader

        • If the access card reader is not able to read your card, hence not raise the gate, pull a ticket from the ‘Ticket dispenser machine’. Gate will rise. Proceed to park. Retain the ticket as it will be needed to process your exit when leaving the parking lot.
        • At SPP exit, proceed to the designated automated Bus Onlylane
          • Scan your access card, gate will raise, proceed exiting the parking lot
          • Access card reader will be located on the left, before the gate arm
          • If preceded by another vehicle at the exit, wait until gate arm ahead lowers completely before proceeding to the card reader
          • Do not use E-Pass/SunPass entry lanes. No refund for charges if used
          • Be cautious of vehicles entering and exiting the commercial vehicle staging area on the right hand side
        • If you pulled a ticket to gain entry into the parking lot, proceed to a ‘Cashier’ attended booth and present both your ticket and access card. Parking fees will be waived for access cards in a current status. For non-current cards, normal parking fees will be due at the time of exit.
      • Parking and Transportation from South Park Place

        • Once inside the SPP, follow sign to General Parking
        • Park in any available parking space
        • Proceed to any of the four (4) shuttle stops (A, B, C & D)
        • Transportation to the Terminal will include new SPP Shuttle bus fleet
        • Timely shuttle bus & customer friendly drivers will be available to assist passengers
        • Expedited shuttle bus trip to the Terminal
        • Drop-off at Terminal B will be on the departure deck (Terminal Level 3)
        • Shuttle bus transportation will include general public parking at SPP

        • For returning passengers, proceed to Terminal B, Level 1, Space B16 or B17 for SPP bound bus
